As fiscal agent for the Planning District 16 (includes city of Fredericksburg and counties of Caroline, King George, Spotsylvania, and Stafford) Regional Adult Education program, Spotsylvania County Schools provides a regional administrative office at Spotsylvania Career and Technical Center, and employs (with state funds) a full-time administrator and secretary. Funding for the office is provided by a two-year renewable grant from the Virginia Department of Education.
Regional Adult Education administers the federally-funded Adult and Family Literacy program grants (Title II of the Workforce Investment Act) for the five public school divisions of Planning District 16, for Rappahannock Goodwill Industries, and for the Rappahannock Regional Jail and Peumansend Creek Regional Jail. These instructional programs include Adult Basic Education (adult literacy), GED test preparation, Adult High School Diploma classes, and English as a Second Language (ESL) for adults.
Regional Adult Education also administers GED testing for inmates at the Rappahannock Regional Jail and Peumansend Creek Regional Jail.
The Regional Adult Education Program Planner hires, supervises, and trains a part-time teaching staff of 40+ teachers and paraprofessionals who provide instructional services at approximately thirty sites across the region, including workplaces (GM Powertrain, Brake Parts, Inc., Print Pack, Inc. etc.), schools, libraries, community centers, jails, churches, and Head Start family literacy sites.
Enrollment has steadily increased over the past nine years through expanding partnerships with community groups, agencies, and business and industry. The Regional Adult Education Program and its teaching staff have earned several awards in recent years, including part-time teaching excellence, community service, and workplace education partnership awards.
The past few years have seen a growth in diversity of the PD16 workforce. In response, Regional Adult Education is now a provider of onsite ESL training for employees of several local companies and agencies. The program has been noticed as far away as Japan for the success of the ESL program for Japanese Navy trainees at the Aegis Training and Readiness Center at NSWC in King George County.
A recent Workforce Investment Act partnership with the Fredericksburg area Virginia Employment Commission includes an ESL program.
