Title I is a federally funded program that serves educationally challenged students in twelve elementary Spotsylvania County Schools. The primary focus of Title I is to supplement reading and math instruction in the regular classroom through small groups, one-on-one instruction, and in-class instruction. Students can be referred to Title I by classroom teachers, school principals or parents.

School eligibility is determined by utilizing an annual economic survey of Spotsylvania schools. The survey is used to identify schools with high percentages of students receiving free or reduced lunch as eligible to receive Title I services.

Each of the Title I programs employs teachers who are highly qualified as mandated by No Child Left Behind (NCLB). Paraeducators who are assigned to Title I are highly qualified as well. As required by NCLB, the Title I teacher and classroom teacher collaborate regularly to discuss student academic goals, progress, assessment, and achievement.

Parents of Title I students receive a written Title I progress report in addition to the nine-week report card. The Title I program has a Title I Parent Resource Center available to parents of Title I students, that permits families to check out instructional resource materials and academic literature for reinforcement at home.
